When I clean install Simplified Chinese full package or upgrade it from OOo 3.3 to AOO 3.4, the UI langauge is kept Engligh. Though the default UI language has been changed to Simplified Chinese.

where is the information that the default changed automatically? You can install more than 1 language pack and can switch between the languages manually.

I don't see this as showstopper. If a different behaviour is expected or defined some where it is a normal issue or an feature request.
