Proposal for usability:
it is very convenient for - especially not too experienced - users, if - whenever a function or a button in the UI is disabled and the user moves the mouse-pointer over the disabled button - the reason (or at least one of the reasons) for the nonavailability of the function can be read in the status-line at the bottom of the application.

The tooltip should show what the button does (i.e. its function), and the status-line should show one of the reasons whenever the button/function is disabled.

This design was invented by me and implemented in one of the programs I designed, which was very appreciated by the users.

The programming was quite easy: in the module for deciding whether to disable/enable the button, the reason is known, and there the hint is set.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.
