Patch to modify xmlsecurity/source/smlsec/nss buildable

To support AES, xmlsecurity for nss backend is enabled for windows build in mav60.
Actually MinGW port for the directory had not been done. The compiler option should be modified.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.
