went to dwnload 3.3 manually  comes back webpage not found

lease be more detailed: Which webpage is not not found? "http://download.openoffice.org/index.html" works fine for me.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.
