wWile server side autodetection has been added with issue 117271
a new file+ package has become available which is better suited for bugzilla integration.

Update the bugzilla server side autodetection using this new version.

A mime-detection command file+-1.1.1 is now available. 
It has been enhanced to cover most file types of Microsoft Office 2007.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.

Bugzilla instances at the ASF use the built-in file detection provided by Bugzilla.
