if setup is already runing and the user launches another instance of setup the
current runing instance should just get focus. this is the way the mozilla setup
also does it. Currently it's possible to start two or more instances of the setup.

I can't see this as a bug but as an enhancement/feature.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
