Arabic Character Expanding adds dashes between the letters

When we choose (Format -> Position -> Spacing -> Expanding ,by 3.0pt ) with Arabic font , we found that dash (-) character automatic added .

I checked with m18 on Ubuntu Maverick and I confirm the bug. It seems the expanding is still using the old algroithm of dashes instead of spaces. This was fixed before text justification "Justified".
MRU->HDU: can confirm this on Windows also. See attached document, the character spacing is "Expanded by 3 pt" - there are unnecessary lines between the characters. A competing WordProcessor does not show these.
Expanded/Condensed spacing doesn't make sense for cursive scripts. *** This issue has been marked as a duplicate of 111336 ***
