Please see Issue Issue 86160, comments from rainerbielefeld Sun Jun 27.
For a test I selected "Reassign issue to owner of selected subcomponent", and IZ
reassigned that Issue with status NEW to "writerneedsconfirm", what seems to be
some nonsense, I doubt that "writerneedsconfirm" is responsible for confirmed
WRITER/Formatting issues

Please check and correct data base for that auto reassign.

IZ knows one default owner for a subcomponent.
This owner is used by the activity "Reassign issue to owner of selected
subcomponent". There is no differentiation depending on status.
As "writerneedsconfirm" is the default owner for writer subcomponents the
assignment to this account is ok.

I'm afraid I hoped for some not existing intelligence in IZ, and I would not
accept such such primitive reaction for a tool programmed by me; but I can live
with current IZ behaviour.
