I am getting the following when the PKG_FORMAT is unset:

Entering /local/ooo-build/ooo-build/build/dev300-m77/instsetoo_native/util

dmake:  makefile.mk:  line 222:  Error: -- Missing targets or attributes in rule
ERROR: error 65280 occurred while making
/local/ooo-build/ooo-build/build/dev300-m77/instsetoo_native/util

Adding .archive to all such misbehaving targets (as it is in
"openoffice_%{$(PKGFORMAT:^".") .archive}") seems to help, please have a look at
the attached patch.

@kendy: there had been quite some changes in that area since m77. could you
check if your problem still exists?
on first glance your patch enables packing all installsets as archive and just
fixes your problem by chance...

I'm adding this comment to all open issues with Issue Type == PATCH.  We have 220 such issues, many of them quite old.  I apologize for that.  

We need your help in prioritizing which patches should be integrated into our next release, Apache OpenOffice 4.0.
