currently, instsetoo_native does not create a runnable instance of OOo in
LOCALINSTALLDIR, if PKGFORMAT=installed and LOCALINSTALLDIR is set.
 That should be fixed.

What is the problem? What do you find in your LOCALINSTALLDIR if it is not a
runnable Office ?

IIRC, with LOCALINSTALLDIR set first a URE gets installed, then the dir gets
cleared and an OOo gets installed (now missing the URE because the dir was
cleared) -- this is why it was removed from the building guide, because that
behaviour is really confusing for newcomers.

Ah, if you know those details you also know my opinion about this. This is again
a feature, that was introduced for other purposes. But nevertheless I can try to
create the complete output tree that is typically created in instsetoo_native in
the LOCALINSTALLDIR. 
(Removing PATCH from this task, because there is no patch).
