The issue is very simple. You can change font size by entering a custom size in
the window (presumably in all applications). This allows you to choose a size as
fine as one tenth of a point (test it if you want; there is a difference). Very
good. 

HOWEVER, the display only updates on even tenths (i.e. x.0, x.2, x.4, x.6, x.8).
Solution: the display should respond to actual font size

I can confirm the reported effect, but not al details of it.

My results with Ooo 3.1.1 WIN XP DE[OOO310m19 (Build 9420)]" in a new document,
a single character, maximum zoom (Pls also see attached presentation!)
When Increase text size in "0,1" steps, Characters indeed increase with every
step, but some of the textsizes will not be shown correctly, during my tests,
for example, size input "10,2" always was shown as "10,1" after I pressed <enter>

Same result with "Ooo-Dev 3.2.1 multilingual version English UI WIN XP:
[OOO320m16 (Build 9497)]", "2.4.1  Multilingual version German UI WIN XP:
[680m17(Build9310)]"!

I am not sure whether you talk about view of the character or number of text
size? I belive "number of text size".
May I ask you toread our guidelines on
<http://qa.openoffice.org/issue_handling/pre_submission.html> and  
<http://www.openoffice.org/bugs/bug_writing_guidelines.html> before you file
further issues or post again here? Then select correct information for all Issue
Tracker selection fields, 
contribute a clear step by step instruction containing all observations (error
messages ...), _every_key_press_and_every_mouse_click_ how to reproduce the
problem, and explain why you believe that your results are unexpected.
That means (for example): 
 do not write something like "I am not able to ...", but
  6. left mouse click on …
     expected: …, color of … changes, … 
     actual: no …., color remains white, no …

Screenshots might help to explain the problem.

Please 
- always specify your OOo download source, version, localization,
  OS and Platform you used for your tests!
- attach a sample document (if possible and necessary with ODF source document)!
- Always contribute a meaningful Summary

Thanks for looking at it. I have added another presentation to show my original
results, sizing down by .1 each step. When I sized up by .1 each step, results
matched yours. (So my original report was incomplete.)

New report: font size box skips the display of .2 , .4 , .7 , and .9 ; when font
size ends in one of these values, font size box rounds the display down.

(Note: "OS" changed to Win7, but I also tested this on Vista and XP. "Platform"
changed to PC.)

Yes, I believe we are talking about the same problem.
Currently it's only observed with WIN, but I believe all OS will be affected.
