To avoid bilding hid.lst the variable NO_HIDS has to be set to TRUE.
building hid.lst is not possible yet since some internal tools are not platform independent yet.

After the availability of these tools the switch can be removed again.

We should start collecting our "constant" environment values in dmake
makefiles, instead of littering the ./configure / <os>env.set .

I close this issue, but we should really set constant values with
makefiles instead of <os>env.set
