The Start Center buttons are reachable with Tab like dialog controls but this is
not intuitive in such a plain design.
Please allow Up/Down/Right/Left keys to jump from one button to the other.

Checked in DEV320_m14, XP - Partial keyboard navigation is working. For example if 
the 'Template' button has windows focus then an arrow key will move you to the 
small link icons (ext. rep, temp. rep, Register, OO.o) and the arrow keys will 
move between these 4 icons. The arrow keys will not move back to any of the 
application launch buttons, but tab at this point will do so.
