Different Behavior of calculation with text cell between OOo3.1.1 and 3.2.0.

Calculation of the text cell outputs 0 in 3.1.1. 
But,Calculation of the text cell outputs #VALUE in 3.2.0.

Testing with attachment for Issue 109721 issue I see that my MS EXCEL VIEWER
handles that like OOo 3.1, not like 3.2.! Have there be any comparisons with
other spreadsheet software before that change? Have there been any UX comments?

In between we had some discussion in Issue 109721 with many new points of view,
it seems that the WONTFIX decision was overhasty. May be the new behaviour is
intended, but intention seems to be wrong, pls see Issue 109721.
