CWS aus111 implemented a change in helpcontent2/makefile.pmk that needs to be
reflected in helpers/makefile.template:

In helpcontent2/helpers/makefile.template change
.INCLUDE : $(PRJ)$/makefile.pmk
to
.INCLUDE : tg_help.mk
to enable removal of superfluous makefile.pmk
