actually move tarballs and add support to set TARFILE_LOCATION

first bunch of commits done now.

fetching tarballs is done in bootstrap, if not disabled, with the script
fetch_tarballs.sh.
what might need polishing are the mozilla checks in configure[.in]

I tested the cws with different setsolar cases, so I set the issue to verified.
