An outline view capability is needed.

There is already issue #3959 which has been opened for 7 years and does not receive any attention.
That issue falsely states that it is dependent on #81480. This is not true. Multiple layouts are not required. 
It is sufficient that there only be one view of the document at a time.

Everything one can do wrong...
- Make an issue P1 without looking at the priority rules

- Writing a duplicate knowing that it's a duplicate
- Asking people to do something (and faster please!) while one himself don't do
nothing for the project (it's Open Source here!)
- Affirming things without technical knowledge (dependency, multiple layout)
- Submitting an issue after having declared one has no interest in the project...
