... due to missing TabOOoImprovement.
Need to find a way to detect the missing of this service for OOo builds only.

This currently results in errors in update test for every application:
"tToolsOptionsImprovementProgram"

not be found! Please review your test!

bound to variables gOOO and gOOoImprovementIsEnabled
not excluded for StarOffice builds, no matter which state
gOOoImprovementIsEnabled has
checked behaviour with the builds from: StarOffice, OOo from Hamburg RE, OOo
from Maho at good-day-net

to verify run m_updt.bas or w_updt.bas
