OOO310m11-Writer is currently working as expected, but this is an enhancement
request to mimic features of other document editor products.

I am requesting when changing selected text's background color only the selected
text's background color changes -- not the text block.

Current capability changes the entire text block, not just the selected text.

Note: Importing from other word processors (i.e. MS Word) imports this
capability, but does not allow the manipulation of this after imported.

Please use the "Highlight" function from the toolbar; this will apply background
color for the selection (which is the same what is done via
"Format.Character.Background". The "Background color" button will apply
Paragraph background.
