"Ideographic Variation Sequences" should be shown/printed/PDF-exported properly
on builds for the WIN platforms when the font supports IVS by providing a CMAP
format14 subtable and the corresponding glyphs.

I committed revision 1333808 so that variation selectors start to work on windows platforms (only win>=7 for now).

Layouting, displaying, printing and the PDF-export of the variants works on Win7 or newer. Vertical text seems to have some problems though.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.
