There is a hint text, which is not shown correclty In Header/Footer dialog.

[par_idN10811]Header/Footer
[par_idN10815]Select a predefined header or footer from the list.
(HID: hid/HID_SC_HF_TEXT) 

What I see as hint in Footer or Header box, is another tex, which I think is a
hint for whole dialog, not for this box:
"Defines or formats a header or footer for a Page Style."

Generally I don't know, where this hint for whole dialog should show. Normally
they are not shown as hints. Maybe it is still in progress?

I currently do not understand your problem. What "hint" are you speaing about?

In files shared/01/05040300.xhp and shared/01/05040400.xhp, the extended help
for Edit button is missing. (switched extended help texts don't work any more)
In file scalc/01/02120100.xhp, the extended help for Header/Footer dropdown is
missing. (Help-ID got changed)
Fixed in CWS hcshared22.
