merge ww6 and wmf encoding spliter

We should merge the code in ww6 filter and wmf filter to split unicode text into appropiate legacy windows code pages, especially as there is a modification pending to the ww6 one which isn't going to be in the wmf one

I'll start on this after integration of the korean extensions to the ww6 "master" copy
OOo 3.2 is in show-stopper stage. If this issue is critical for the release please re-target it back. Otherwise this issue will be set to target 3.x now.
