I recently opened an Issue Tracker login. I got as far as the page telling me to
await my email. That pre-email page requested that I set a password and said it
was required.

The next day, I opened the email and followed the link. Your page in response to
the link requested a new password.

What I wondered was whether I was supposed to enter the same password that I had
set up the day before and if there'd be a problem if they didn't match.

As it happens, I entered the same one and your system accepted it. I changed it
to a more robust one.

I'm not questioning the security need or security procedure, only the clarity
for usability.

You might want to clarify the post-email page's language to clarify whether we
must enter the preactivation password or whether the older password can be ignored.
