currently oo.org does not record case changes when change recording is enabled 
(huh).
in issue 29465 it was explained that this is intentional.

this is an enchancement request to track case changes as well.
changing the case can have serious impact on the document - changing meaning, 
spelling and layout, so this text modification should be recorded.
