Original document created in Microsoft Word 2003. File|Open in OOo 1.1.3 
results in right hand frame and image in incorrect position. Frames appear on 
second page rather than first. Formatting can be recovered by changing anchor 
type (to something other than page) then dragging frames back to first page.

Was due to the fact, that graphics and frames were not capable of being
positioned above/below page margins (means to have a negative vertical
positioning value).
This has been adressed for OO 2.0 (see issue  17567).
Try out with current snapshot build from the download section.
