With change tracking enabled, there are few changes that are undetected by the
change tracking mechanism, they are:

Alignment changes
Indentation changes
Changing the formatting of a un/ordered list
Changing the case of text
Changes on an embedded object i.e. positional changes, size etc.
Style changes, i.e changing text style from heading 1 to heading 5

There are some other issues with tables but they are issue #17764

According to the OpenOffice.org roadmap 
(http://tools.openoffice.org/releases) this issue was retargeted to 
OOo Later.

Another sort of change that does not get detected can be seen if you add a
number at the start of an existing heading and hit enter - it will decide that
you want numbering and put in the next number for you, but if you undo that to
get rid of the numbering, it has lost the fact that you originally made a change
to add the number in the previous line. (However, if you have added the heading
as well it doesn't seem to do this.)

Also, if something you do changes a hyphen to an n-dash automatically, it shows
the n-dash as inserted, but not a deleted hyphen; you can then delete that
n-dash and it will show that you have made no change to the original, while
actually having lost a hyphen.

The other undetected changes listed in previous comments still seem to be the
case in OO3.

Reset assignee on issues not touched by assignee in more than 2000 days.
