The following patch enables the use of paths with spaces for W32/tcsh with
set_soenv.
It also defines $(WRAPCMD) (=guw.pl for W32/tcsh and ="" for the other OSs)

The patch does not seem to disturb the build when using 4NT. 
Otherwise, I think this issue can be treated as a part of 
IZ 8762.

The patches in IZ 8762 are obsolete now. OK, this patch for set_soenv.in
is still missing, but when it is commited it should be possible
to build SRX643_OO (tested) and OO643C (untested) with w32/tcsh
with some changed files from CVS.

Applied to both versions of 643.  OO643C and SRX643_OO.
