About and Preferences menu items are shown always. Even when they do not work.

E.g. during the first start wizard dialogs. I can't even quit when the first start wizard is shown.

The same is true for any menu item (changing title accordingly). We would have
to disable or remove the menu items every time a non document frame (resp. one
without a menu) gets the focus.
