Load the attached ppshort.doc document into OpenOffice 1.0.1. The first
page of the document contains two "blind" headings (no numbering, no text).
These seem to confuse the heading numbering in OpenOffice: While Word
numbers the heading "Overview & Requirements" as "1", OpenOffice starts to number
at "3".

After deleting the blind headings in the original Word doc, numbering in
OpenOffice works as expected after importing.

Thank you for using and supporting OOo.

For now I'm going to mark this as a duplicate of issue 7936.

I realize your test case is not exactly the same as the one in 7936 
but I think the basic problem is the same.

As mentioned on the qa dev list on March 5th I will close all resolved duplicate
issues. Please see this posting for details. First step in IssueZilla is
unfortunately to set them to verified.
