Current behavior is not intended, but the text in the spec.could be
misunderstood (see section 7.8):
http://specs.openoffice.org/writer/numbering/NumberingBullet1.sxw

The spec. has been updated, because it makes no sense to continue the numbering
when pasting a numbering as a direct successor to a different numbering.
