To reproduce:
1. Insert -> Hyperlink
2. set FTP as hyperlink type
3. set an address containing at least two dots "." as Target (such as
"archive.openoffice.org")
4. click Apply

"http://archive.openoffice.org/" is inserted into the document instead of
"ftp://archive.openoffice.org/".

other observations:

in step 3, set Target address as "openoffice.org" -> the hyperlink is inserted
correctly as "ftp://openoffice.org" (is it because the address contains just one
"."?)

in step 3, set Target address starting with "ftp" such as "ftp.openoffice.org"
-> it's inserted correctly as "ftp://ftp.openoffice.org"

The same problem exists if Telnet is set as hyperlink type instead of FTP.

Not only a WRITER problem, also visible in CALC. In calc, additionally the
hyperlink preview will not be completed in the hyperlink URI input pane. Seems
that autocomplete has some "half done" status
