Each time I try to insert a frame (in an empty document) or try to get the 
settings of an existing frame (in a loaded document), OpenOffice crashes 
immediately. 

This error forces me to return to oo 638.

Same here. Whereever frames are used, eg. just going 'Insert->Frame'
or selecting 'Frame' from a context menu crashes OO 641C with the message

'An unrecoverable error has occurred.'

I can also confirm that this is a regression from 638.
