It seems a pretty simple bug to fix... The Openoffice Spreadsheet editor doesn't
detect which is the decimal separator in the user's locale configuration in
Windows (at least Win2K and XP, which was where I used OOo). Henceforth, it
defaults to always using a comma as the decimal separator, even if another one
(dot, for instance) is chosen in the Regional Settings.

This one is duplicate to 1820. If you don't agree because this task descripes
another problem, please reopen this task and add a more detailed description.
