If I want to enter numbers with decimals I must enter it with a comma (,) and 
not a fullstop (.).  This makes entering numbers quite a bit more time-wasting.

I suspect that this is due to an improper "Language" setting. 
 
If you would like to change the global language setting: 
  1. Go to Tools->Options. 
  2. Expand the "Language Settings" tree node by clicking on the plus next to 
it. 
  3. Click on "Languages". 
  4. Change the settings of "Language of Locale Setting", "Language of Default 
     Currency", and "Default languages for documents -> Western" to settings  
     appropriate for you. 
  5. Click "OK". 
 
Note, however, that this may not alter the number format in existing  
documents.  To change that, follow the instructions below. 
 
To change the number format of all the cells in a Calc document: 
  1. Open the document. 
  2. Click on the gray, unlabeled cell above [1] and to the left of [A]. 
   2a.  Alternately, you may use the Edit -> Select All menu option. 
  3. Choose Format->Cells... 
  4. Choose a new language setting from the "Language" drop-down box. 
     (You may preview the format of the language in the "Format" list.) 
  6. Click "OK". 
 
Note that you may have to do this for every existing document.
