Depth of scripting namespace is too long according to IDL guidelines. Name space
needs changing. e.e.
drafts.com.sun.star.script.framework.provider -> drafts.com.sun.star.script.provider

I removed the framework namespace from the idl files in
offapi/drafts/com/sun/star/script/framework/{provider and browse}
and moved the directories accordingly. I have left the storage and
security related interfaces in the framework namespace as they will
no longer be used soon and can then be removed.

I updated any files that used Scripting Framework UNO services and
interfaces in sfx2, basic, scripting and updated scp to generate the
correct registry entries.
