If you scroll through a document with page headers, page footers and
chapters/subchapters via mouse wheel or via scrollbar, wrong tooltips are
provided, if a page header or page footer is at the top of the visible document
area. The tooltip contains the chapter of the *first* page header/footer is on.

os->fme: I call SwCrsrShell::GetContentAtPos( ); which provides the
wrong information
