When outline numbering is enabled, the numbers will be printed directly in front
of the header text with no space between them, which doesn't look very good. Not
a major problem when starting a new doc as you can easily add some space, but:

1. We should perhaps aim to minimise the amount of setup necessary to get decent
looking docs.
2. The default also appears to be applied to some MS Word docs I'm reading;
these look rather bad when read into OOo just because there is no space after
the numbers (MS Word displays a tab character.)

I wonder, isn't this issue nowadays (OOo 2.0 era) more like "defect" than
"enhancement"? The problem still exist in OOo 2.0, and this was reported ages
ago. I have encountered quite many MS Word documents causing this problem when
opened with OOo Write, and it is hard to market Ooo Write as an replacement for
MS Word if even the simplest document containing purely text is not showing
correctly.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
