This is a known limitation of the Excel export filter. It saves only the range of rows, that are filled with any values (numbers, text, formulas, ...). So if your last value is in row 5, all rows starting from row 6 are not exported (stay completely empty and lose formatting). If you have no contents at all, nothing is exported (especially no formatting). Workaround: Have at least one cell filled in the row with the empty cell or beyond.
