When you format an empty cell to display hours and minutes (HH:MM) and you save 
to Excel format, the format is lost re-opening either with MS Excel or with OOo 
Spreadsheet

This is a known limitation of the Excel export filter. It saves only
the range of rows, that are filled with any values (numbers, text,
formulas, ...). So if your last value is in row 5, all rows starting
from row 6 are not exported (stay completely empty and lose
formatting). If you have no contents at all, nothing is exported
(especially no formatting).
Workaround: Have at least one cell filled in the row with the empty
cell or beyond.
I will set this issue to "OOo Later", because the fix is not trivial.
