I have a one page flyer that was created in MS Word 97 and when opened in OOo,
it spans 2 pages. I will include the document with this report.

I can Reproduce the problem on 
OpenOffice 1.1 RC4(default Install, US), Win XP Pro Sp1. 
(And MS Office XP Sp2). 
It is real problem

It is a duplicate to two other issues. One is #8456, where
frames/graphics cannot be positioned with nagative vertical value.
Second is one of yours (capstone's) last ones, which handles "page
border exceeding" frames.
