On a Windows 98 machine with no Java Virtual Machine (JVM) the installer did the
following:

On selecting "No java", warning box came up saying some features would be disabled.

Acknowledging warning box dismisses wanring box. "No java" selection lost.
Trying again, process repeats.

Result: unable to install on a machine with no JVM

This is the same bug recorded as issue 18584. Please change status to
confirmed.
