Open a new text document. On the menu, go to Tools | Footnotes..., and in the 
Footnote Settings dialog change the position to "End of document". 
The "Counting" field should now be "Per document". Click OK. The footnotes now 
work as they should - at the end of the document, with correct counting.

Open again the Footnote Settings dialog. Notice that the dialog does not 
initialize itself properly - the "Counting" field now shows "Per page", 
although the document uses "Per document". Even the Help states that "Per 
page" is available only in "End of page" position. If you now click OK, this 
bug enables you to set "Per page" counting with "End of Document" position - 
something that should not be allowed. If you now try to create footnotes with 
these incorrect settings and use automatic numbering, the new footnotes will 
be assigned number 0.

Won't be possible to fix for OO 2.0. Target "OO later" now.
