Spreadsheet with data and graphs created using MS Excel XP (probably true with
all versions of Excel) do not display the graphs correctly when opened in the
OpenOffice spreadsheet.  I'll attach a sample.

This looks like a duplicate of issue 15435. The chart will appear if
the  values and label not only have an equal amount of cells but are
also rectangular. Thus the workaround until this is fixed would be to
use different columns for different years i.e. year 2000 $B$3-$B$14;
year 2001 $C$3-$C$14 etc. The other problems associated with this
document is that data series name and the x-axis are not correct. The
workaround for the data series names is to use a cell content rather
than a hard-coded string value. I am still looking at a workaround for
the x-axis interval names. But I will close this. I should add that
new chart module should fix these issues:
