When a user enters data in the user data State field during installation, either
this field's data is missing once OpenOffice.org is installed, or this field's
data wasn't saved during install.

This has occurred at least since 1.0.3 (when I first started using OO).

Workaround is for the user to reenter his/her state in Tools > Options >
OpenOffice.org > User Data.

I changed to P4 because "bugs that are easy to workround" are P4. We
won't have such a dialog at installation for the next OOo release.

For next OOo (2.0) release there is no input field for user data at
installation. Closed for an easy workaround

If like that what is the use of that form ? 
how about add option to skip this form, sometimes people are confuse,
and didnt want to register
