Patch to remove warnings from configure.	none

At the end of ./configure these three warnings are shown. This is with 1.1 RC3 
checked out on 9 august 2003 and with the same toolchain I am using for 1.1 RC2 
and the same arguments to ./configure (I think these warnings were not there 
with RC2).
I updated config_office/configure.in according to issue 18082, in case that 
makes any difference.

* - set_soenv: warning: WINNT not configured for runtime shared libraries
* - set_soenv: warning: WINNT not configured for compiler directives
* - set_soenv: warning: WINNT not configured for linkage create libraries

I added these warnings to making porting easier.  I could not find the
errors that were happenning easily, this just highlights them for
future ports.  I will check the WINNT issues.

So can these warnings be ignored?

In that case, they should be suppressed, as the configure script 
admonishes (with good reason) that you should take any warnings 
seriously.

Ignore these three messages for WINNT.  I will look at the script and
correct during the week.  Commit to freshly openned working branch
when it is created.

Patch looks good, current mws_srx645 tinderbox for W32/.NET runs
with this patch (configure is OK), so:
  approved
