In all OOo applications, hovering over or clicking on File | New produces no
result.  "New file" toolbar button also produces no result.

All applications are working satisfactorily if accessed from Quickstarter or by
opening an existing file. "Open from template" works from Quickstarter.

These functions were working on same set-up in OOo 1.0.3.
