On unpacking the 1.1 Beta 2 package and running the setup.exe, the installer 
starts, gets to the end of its scroll bar, then halts with the error:

C:\WINDOWS\TEMP\SV1.TMP\SETUP.EXE
One of the library files needed to run this application cannot be found.
UNICOWS.DLL
Abort/Retry/Ignore

...of which only Abort does anthing other than come back to the error dialog.

This is a known issue. OOo is not allowe to bundle with this dll so
you have to download at microsoft. Your issue points me to the readme
that misses the system requirements. So I would like to use this issue
for reporting this -> changing the summary.

the system requirement document does list unicows.dll 
- see http://www.openoffice.org/dev_docs/source/sys_reqs.html,
and so will the new 1.1rc system requirements document -
http://www.openoffice.org/dev_docs/source/sys_reqs_11.html

the readme file also talks about this (at least in 1.1rc)

Have a look on the attached readme, there is nothing about
unicows.dll, and the link
http://www.openoffice.org/welcome/readme.html leads to a 1.0.x
documentation.

apparently unicopws.dll is no longer needed, marking as duplicate of
#12788#

new system readme is in the 1.1 needed documents list
