For Writer and Draw, there is an inconsistency in the menus between the two 
programs for scanning in an image.
For Writer, it is Insert|Graphics|Scan|Request;
For Draw, it is Insert|Scan|Request.

I did some more checking:
Presentation is also Insert|Scan|Request;
Calc does not seem to have any scanning ability, but it does have 
Insert|Graphics|From file.

The Issue you raised is currently 'Unconfirmed' pending review, but has not been
updated within the last 3 years. Please consider re-testing with one of the
latest versions of OOo, as the problem(s) may have already been addressed.
Either use the recent stable version: http://download.openoffice.org/index.html
or consider trying the new OOo 3 BETA (still in testing):

Writer, Draw and Presentation now (ver 2.4) all have Insert|Picture|Scan, so 
things are now consistent. Issue can be closed.
