I do not know, whether it really is a bug or a feature. For me it's a bug. 
If you have a paragraph-style using a numbering-style, then the setting of 
"first line" in "edit paragraph style:indents & spacing" has no effect. I think 
it should have one, as shown in the first line of the attatchment (without using 
a numbering style).

No, that was designed for behaving like this. A Numbering always
ignores the First-Line-Indent of a paragraph. That is, because a first
line indent for a numbering does not make sense as long as the second
line of a numbered paragraph does not start left of the first line.
Also we do not want that the first line setting interferes with the
settings you can make in Format.Numbering.Position.
