Templates opened using either File > Template > Edit or File > Template > Organizer, clicking on the template and selecting Command > Edit opens a "Read-Only" template.  It cannot be edited.  In writing, it is essential (especially for designing new templates) that one be able to modify a template.

Correct by changing permissions.  My mistake.

This task is fixed or worked in OOo 1.1 beta2.
