Load the attached csv file, create subtotals for "State" (1. group) and "City"
(2. group). Equal "State" entries (for example "CA") aren't grouped together,
instead an empty subtotal is inserted inbetween.
It worked in OOo 1.0, apparently broken by performance optimizations.
